Natural Rubber Scope and Application Dates

Natural rubber is classified as a relevant commodity under EUDR Annex I (CN code 4001). Products in scope include natural rubber latex, technically specified natural rubber (TSR 10, TSR 20), smoked sheets, and compounding crepe rubber.

Under the EUDR, operators placing natural rubber on the EU market must prove that the crop was cultivated on land not deforested after 31 December 2020, and that tapping operations comply with local environmental and land concession laws.

Most EUDR obligations apply from 30 December 2026 for large and medium operators. For undertakings established as micro or small enterprises, obligations apply from 30 June 2027.

Because 85% of global natural rubber is produced by smallholder farmers with small plots, capturing accurate geospatial data is paramount:

Synthetic rubber (CN 4002) is petroleum-derived and excluded from EUDR scope, but blended rubber products (e.g. new pneumatic tyres) require certified EUDR Due Diligence Statements for all natural rubber content.
