Cocoa Scope and Application Dates

The EU Deforestation Regulation covers cocoa and specified derived products listed under Combined Nomenclature Chapter 18, including cocoa beans, cocoa shells and husks, cocoa paste, cocoa butter, cocoa powder, and chocolate preparations containing cocoa.

Under the EUDR, relevant commodities must be deforestation-free (produced on land not subject to deforestation after 31 December 2020), produced in accordance with relevant legislation of the country of production, and covered by a Due Diligence Statement.

Most EUDR obligations apply from 30 December 2026 for large and medium operators. For undertakings established as micro or small enterprises, obligations apply from 30 June 2027.

Plot Geolocation and Farm-Level Traceability

Operators must collect GPS coordinates for all production plots from which cocoa was harvested:

Traceability must be maintained without blending compliant cocoa with cocoa of unknown origin or deforested land.
